In order to obtain a high ranking political position in the Empire one must conform to the prejudice of the Emperor. During the reign of Palpatine, that was Human, male, loyal, competent, ambitious, and ruthless. Typically one must make a name for themselves in their world's or sectors political scene. Often times being a successful officer in the Imperial military is a fast track to becoming a Governor if not a Moff. Regardless, success comes with a prestige and that is what higher ranking Imperials notice. This "Rising Star" is a tool for the Moffs or Grand Moffs to pressure those Governors or Moffs below them to do better or be relieved of command.
A character cannot begin using Organization Criteria or gaining the benefits of an Imperial political position Organization Score outright. Instead, they must be wait for the position to become "Vacant" and they have to have the title bestowed upon them by the Emperor or at least a Grand Moff. Whether that vacancy came about through assassination from below, their own recklessness, or the Emperor's ire does not matter, only the resulting vacuum.

Enemies and Allies: The Galactic Empire is directly at odds with The Rebel Alliance. The Imperial Army and The Imperial Navy are direct branches of Imperial service, as are other smaller groups.

Titles, Benefits, and Duties: The following includes the various ranks and titles of The Galactic Empire, as well as their benefits and duties befitting their stature. The Empire left the self-government of many planets intact, especially those that were either indifferent or supportive of the New Order (Such as Naboo and Corellia). Less than 1/80th of all planets had their governments altered. Planets that rebelled, were deemed hostile to the New Order, or newly-annexed by the Empire, had Governors appointed. Certain worlds that had Senators who were deemed less than loyal to the Emperor were sometimes assigned Governors, despite the opposition of their senator. This was the case on Chandrila, when Jesco Comark was appointed as Imperial Governor to keep watch on Senator Mon Mothma. However, pressure by the populace, who were loyal to the more experienced Mothma, caused Comark to abandon the post.
Other worlds, which were further away from Coruscant, such as Bakura, retained their government with only minor changes, but also had an appointed Governor. Except for a few Governors chosen by Palpatine, Imperial Governors were selected by the Imperial Ruling Council and received most orders from the Diplomatic Services.
